Let us first understand the meaning of the words:

To be colloquial means to be informal in everyday language.

To be tart means to have a bitter, sarcastic tone or way of speaking. $

To be sardonic means to be mocking or cynical.$

To be forlorn means to be pitifully sad and abandoned or lonely.$

The only apt options here that can make the sentence meaningful are tart or sardonic, viz, B and C. 

Therefore, the correct answer is option 4.
