The rest of the options are irrelevant as they mean:

Maxim=> saying that is widely accepted on its own merits

Mendacious=> given to lying

Ostensible=> appearing as such but not necessarily so

Paucity=> an insufficient quantity or number

Hence the correct answer is option 2.
