Correct option - 3

There are certain verbs which take fixed prepositions with them. For e.g., abstain from, acquit with, aware of, investigation into, etc. Hence, option 3 is the correct answer.

Correct sentence - Without expert help, executive agencies such as the Police & PWD are unable to conduct a technical investigation into an accident.
