P @ Q' means `P is not greater than Q'.
P % Q' means 'P' is not smaller than Q'.
P * Q' means 'P is neither smaller than nor equal to Q'.
'P ? Q' means `P is neither greater than nor equal to Q'.
P $ Q' means `P is neither greater than nor smaller than Q'.
