The ship has sailed indicates a lost opportunity or a chance that was missed. This idiom refers to the fact that if one is late to arrive at the docks, the ship will sail and one would have lost the opportunity to get on board and travel. It is an expression indicating futility

Example :- Percy hoped to reconcile with his ex-wife but she remarried and he realized that the ship had sailed. 

Here, the idiom is used to indicate Percy's futile attempt at reconciling with his ex-wife since she had already remarried.

Therefore, the correct answer is option 1.
