The first sentence is given.

T is the second sentence as it says which all states took part in the competition. It is necessary to state who all took part before introducing the type of games.

This is why R is the third sentence.

The 4th sentence is already given. It is followed by Q since it gives us more idea about the postponing of conflicts. 4 and Q are an inseparable pair.

S is next, since the words 'this idea' refers to the cessation of conflicts mentioned in Q. Q and S are an inseparable pair.

This leaves P as the last sentence.

The correct order is 1TR4QSP.

Hence the correct answer is option 4.
