The solution is Option 5(C)-(D).

The sentence explains what the government has done to improve women's lives in India. The first blank can be filled in by either 'banning' or 'prohibiting',  as both mean 'to prevent someone from doing something', i.e., (C) and (E) are right.

An adverb will best fit the second blank, and of the three adverbs, 'mostly' and 'largely', both seem right. As the whole sentence has a negative connotation, 'slightly' doesn't fit the bill.
