Let us first take a look at the meaning of given words:

Appreciated- admired, valued

Accommodated- helped, sheltered

Displaced- dislocated, shifted

Startled-surprised, scared

According to the context of the sentence, ‘displaced’ is the most suitable word, because wars and natural disasters force people to ‘shift’ to safer places where means of survival are plenty.

Hence, option 3 is the correct answer.

The more suitable word is "Displaced" because natural calamities like drought will tend to move people from one place to another safer place.

Let's take a look at other options too,

1).Appreciated means valued or respected which surely is not the answer,  

2).Accommodated means sheltered which can also be surely eliminated because people would not be sheltered in drought prone areas,

4).Startled means to surprise or scare someone,which is also not the answer

So, the answer is 3).Displaced
